⊗2X7-2C6.You are the Chief Referee of a 70 mile point to point race.
After examining the traffic and road situation, you call a rider meeting
and announce that the promoter has arranged for two following vehicles
to support the field, that individual follow cars will not be allowed,
and that riders are subject to disqualification if identifiably related
vehicles follow the race.
During the race you follow the field and observe that several vehicles are
following the race.
You stop the vehicles and advise the drivers of the rules, but three
vehicles, all carrying wheels, continue to follow the race to the end,
giving no actual support to any riders.
At the end of the race, three riders go to the respective vehicles to change
clothes and pack their bicycles for transport.
On confronting the drivers and riders, their position is that they have
a legal right to drive on those roads; they just happened to take
the same route as the race and you have no legal jurisdiction over them.
What do you do?

blue band, advancing past two riders, and returned to the track.

B reacts by moving up the track slightly, apparently without reducing

The resulting confusion leaves the balance of the field fragmented and
attempting to pursue on the right side of the road.
